Great opportunity for IT specialits to work for European commission in Brussels.
The contractor will join the team responsible for the development, maintenance and support of the information systems portfolio of DG Environment and DG Climate Action. S/he will be mainly in charge of the development, maintenance and second level support of applications supporting the implementation of environmental and climate action policies and the automation of administrative procedures.
The contractor will execute the following tasks:
* Analysis of user requirements.
* Preparing technical specifications.
* Design and prototyping of the user interface.
* Write and maintain programs that reflect the specifications.
* Elaboration and execution of test programs.
* Definition and integration of technological components.
* Integration of applications.
* Writing technical, support and user documentation.
* Deployment and configuration of systems.
* Assist the support team with the training of the administrators and users of the systems.
* Evaluate and test software products for conformity with the Commission requirements and methodology.
* Participate in meetings with users and colleagues.
The contractor must have:
* An in-depth knowledge of application development environments.
* Good knowledge of the design and development of web and multi-tier internet applications.
* Good knowledge of UML modelling tools (Rational Software modeller)
* Knowledge of the RUP software development methodology and the RUP tools
* Good knowledge of relational database systems
* Ability to cope with fast changing development technologies
* Ability to participate in multi-lingual meeting
* Good oral and written communication skills
* Capacity to integrate in an international/multi-cultural environment
* Rapid self-starting capability
* Experience in team working
In addition to the above knowledge and skills the contractor must have an in-depth knowledge and proven experience with Java, the Spring and Hibernate frameworks, Oracle, PL/SQL, JavaScript, HTML, XML and UML. The contractor must be able to combine several tasks, to work independently as well as in a team. S/he should be able to quickly pick up and implement new technologies and working methods, e.g. RAD and agile development methods. S/he must have good graphical skills to design attractive and easy to use web interfaces. S/he should be fluent in English and French and able to build up good relationships with end users and colleagues. Knowledge and experience with Coldfusion, JIRA, Subversion, Business Objects and the Ms-Office tools are an advantage.
