RESPONSABILITATI

Be responsible for day-to-day Site supervision of the Works Contract;
Confirm that the Contractor has all the required national and local permits to perform the Works according to the Works Contract before starting the construction Works;
Review the status of all required construction and environmental permits, including a periodic status update as a component of the reporting requirements;
Supervise the implementation of the mitigation and environmental protection measures provided in ESMP for the Project;
Ensure implementation of the monitoring plan of the Project and establish the baseline for efficiency of mitigation measures;
Actively participate and/or organize and manage periodic sessions for public consultation on environmental impact issues related to the irrigation;
Review and comment on the environmental documentation (monthly environmental report or CESMP or any other environmental documentation produced by the Contactor);
Ensure that implementation of mitigation measures and monitoring are included in the Contractor’s daily Works;
Timely and accurately document cases on Contractor’s noncompliance with the environmental requirements of the CESMP;
Be directly responsible for promoting communications schemes that favor the emergence and orientation of a critical and constructive public opinion that will make the execution of a fair and participatory project possible, as well as promote discussion for the participation and decision making of the communities in solving their own problems;
Be responsible for formulating and implementing the strategy for producing and divulging the consultation and participatory process of all entities involved in the project’s implementation and for developing an inclusive community and gender-balanced participation and consultation plan for its implementation during the construction period;
Be responsible for supervising the implementation of the social mitigation and protection measures from the ESMP for the Project, including oversight related to trafficking in persons and other gender related requirements;
Periodically organize and manage public consultations on social and gender related impacts relating to the irrigation project and work with the Social Impact Monitoring Committees;
Review and comment on relevant documentation on environment, social and gender related aspects provided by the Contractor and have primary responsibility for ensuring relevant indicators are tracked as part of the Contractor’s daily work, to ensure compliance with the MCA-Moldova SGIP:


CERINTE

A graduate degree in the related field (environmental science, social science, environmental policy and environmental law);
Approximately eight (8) years experience working with social and environmental management issues relating to water supply / civil works projects including the preparation and/or the implementation of social and environmental management plans;
Familiarity with the local, EU, World Bank and MCC social and environmental guidelines and procedures;
Experience in NIS and/or other Eastern Europe Countries would be an advantage;
A good working knowledge of the English language is required; the knowledge of Romanian/Russian languages is preferred:
