* Manage and allocate an annual staffing budget
* Directly select, supervise, train and evaluate the Senior Clerk, which includes the IS Development Manager, Lead Programmer, IS Project Managers.
* Indirectly select, supervise, train and evaluate |senior| staff, including Programmers, System Administrators, Database Administrator, Network Administrators and Webmasters
* Monitor and participate in communications among all of company's functional areas. Attend staff meetings in each area, monitor mailing lists, and review duty logs.
* Follow up with staff on a regular basis to ensure that they meet timelines, communicate regularly with clients, and collaborate with other IT staff.
* Help staff design innovative educational programs such as computer skill seminars, internship programs, workshops, computer-based residential programs and courses that further enhance the educational, social, and cultural aspects of residential life.
* Establish computing standards and policies for purchasing, installing, and configuring new hardware, software and peripheral equipment.
* Act as liaison to other Units and Departments.
* Represent IPSOS by participating in computing committees and conferences related to computers.
* Survey and improve computing support standards and policies; monitor and survey trends in software development and computing.
* Manage and allocate operating budget for minor projects and general unit operations. Maintain effective pricing and purchasing procedures to ensure that project goals are met within budget allowances. Perform budget analysis for midyear adjustments and plan yearly budgets based on new projects and staffing requirements.
* Establish project schedules and budget estimates for meeting these schedules.
* Develop proposals as necessary for upgrading existing systems and developing new systems.
* Ensure consistent documentation of all software development and technical projects.
* Prepare estimated budgets for technical projects (time and materials).
* Develop strategic plans for IT Division's long-term development.
* Coordinate efforts of various staff teams on technical projects. Maintain ongoing communication between staff teams by planning and facilitating regular meetings and monitoring e-mail correspondence. Resolve conflicts that arise.
* Serve as a liaison to other IS development staff and technical staff within company IS&T department.
* Monitor project expenditures (time and materials) to meet budget constraints.
* With assistance from technical staff and Information Systems professional staff, IT MANAGER shall oversee technical operations of IPSOS Computer Centers, management of the company Computing Office
* Oversee and prioritize maintenance of hardware and software; work with outside vendors for major repairs.
* Manage annual upgrades of hardware and software in the Computer Centers; evaluate and recommend hardware and software purchases and configurations.
* Develop and coordinate the provision of technical support of in-room network connections
* Diagnose network problems and provide solutions under pressure and time constraints.
* Control access to Computer Center Facilities; develop and program utilities to secure and safeguard hardware and software, and to assist in access control of the facilities.
* Keep abreast of computing technology.
* Ensure that status is updated for all requests.
* Document all projects (ongoing status reports and a summary reports).
* Report weekly status to the General Manager.
* Develop effective working relationships with Support Services, Applications
* Development, Testing, Product Management, end users and management.
* Work proactively with stakeholders to identify and resolve problems.
Studies: Bachelor¿s degree in computer science or equivalent education/experience (5 ¿ 7 years) in the computer science field
Experience: min.3 years in a similar position.
* Experience and ability to teach or instruct others (including persons who do not have a technical background.
* Possess broad knowledge of Information Technology concepts, management concepts, and applications.
* Possess and demonstrate excellent verbal and written communication skills, and be able to communicate technological concepts to people of all technology skill levels.
* Demonstrate outstanding management, organizational and project management ability. Demonstrate the ability to function as a team member or leader.
* Possess adequate knowledge and experience for developing and managing project and budget plans and be able to report on these activities effectively.
* The position must have and use a body of knowledge about IT combined with standard departmental and administration.
