RESPONSABILITATI

Following the Decision no. 1/2005 of the European Court of Human Rights – amiable solution – in the case of
“Moldovan and others against Romania”, the Romanian Government has initiated a community development
programme in Hadareni village, Mures County.
The aim of the program is to increase community cohesion between Roma, Hungarians and Romanian citizens of the
village by creating local organizational capacity, promoting civic education, initiating and developing dialogue between
ethnic and religious groups, enhancing economic development.
Under the administrative authority of UNDP and overall supervision of the Head of UNDP Socio‐economic Section, the
TSS is expected to:
A. Perform immediate assignment starting 25 February 2009 on oversight and evaluation of the civil works
contracted by UNDP with two civil works companies, in Hadareni, Chetani village, Mures County, aimed at the
rehabilitation of Cultural House, kindergarten and local school in Hadareni village, in order to ensure strict
adherence to contractual provisions regarding quantity, quality and timeliness of subject civil works.
B. Planned assignment – subject to availability of funds, the TSS may be further assigned to conduct site
supervision for the following works expected to be contracted and performed in 2009: 1. Construction of 3
new houses; 2. Refurbishment of 10 small‐size houses; 3. Construction of a health centre; 4. Construction of a
small industrial facility.


CERINTE

Functions/Key Results Expected:
- supervise, inspect, measure, control and report on the quality of the construction works to
ensure strict compliance with specifications;
- compare actual with scheduled progress, advise UNDP of any development that could delay
completion and recommend any necessary action to be taken by the contractors to facilitate
timely completion of construction works;
- certify billing and payments for each construction;
- provide suggestions on any potential follow‐up actions related to the subject civil works.
