JOB DESCRIPTION

Accountabilities and Responsibilities:

The job holder is responsible for:
- Providing cost estimating services.
- Establishing suitable control systems to ensure integrity of cost estimates
- Development and production of estimating procedures and methods suitable for the projects needs.
- Developing and maintaining Estimating Data Base
- Developing and maintaining Cost Risk/ Opportunity and Risk mitigation procedures, methods and systems for cost estimates.

The job holder must have proven:
- Specific knowledge of cost control and reporting requirements for large scale oil and gas Field Development projects.
- Knowledge of computer based cost and planning tools, Excel, Access, Microsoft Office, MS Project or equivalent packages.
- Verifies the following of contractual clauses, follows the monetary movement and the contractual objects accomplishments:
- Verifies every contract with the subcontractors and is present at the negotiations and signing of the service agreements , letters of intent or pre contracts , serving as support for the negotiating team , with reporting the actual accounting up to date and the eventual forecast , even proposing budgetary changes if that proves necessary.
- Associates expenses with a cost centre, according to every contract nature, and summarizes these expenses in order to reveal the cost of the activities finalized until then.
- Calculates every contract???s value, on an yearly basis, and overall value until the end of the projects and recalculates the budget if nonconformities are discovered .
- Manage and modify together with administration department the payment of personnel, tracking of personnel movement and the respective included expenses. Also includes creating the algorithm of calculating the salaries starting from the base salary written in the contract.
(Administrations, Human Resources, Logistics, Planning, Technical Office, Document Control, Field Engineering etc) in order to keep track of the current situations and to always know when new expenses are needed, or contractual obligations are not followed, etc.

As Cost Estimator
Prepare and maintain the Development Cost Break down Structure in coordination with Work and Organisational structures and Accounting processes in liaison with the appropriate functions and managers
Prepare and maintain Project cost procedures and support to Development Plan, Project Execution Plan, Value Assurance
Provision of accurate and timely Project cost reports, verifying cost performance against plan, and identifying areas of potential budget overrun requiring corrective action
Work with the Development Estimator to produce and maintain in-house options screening and feasibility level phased CAPEX cost estimates and studies for new build facilities and brown-field modifications
Work with the Development Estimator to manage, direct, produce, validate, and maintain Feasibility, Pre-FEED, FEED, Detailed Engineering, and Sanction level detailed phased CAPEX cost estimates developed in conjunction with engineering contractors, for new build facilities and brown-field modifications
Lead the undertaking and maintenance of cost estimate risks analyses and support schedule risk and other Project Risk registers

Control of commitments against approved budgets.
Ensure correct allocation of approved expenditure.
Take into account all factors influencing design-estimate documentation, agree the above calculations with management and prepare justifications for them
Monitor status of non-complete production, works and construction facilities and develop cost forecasts.
Liaise with Contract and Planning functions to develop cost forecasts, earned value and phasing calculations for capital projects
- Good communication skills
- Ability to write clear, concise and well reasoned reports.


CERINTE

5 years experience in the mentioned activity field
BASIC KNOWLEDGE
We look for someone who has occupied an equivalent position, working on large size projects, preferably in the petrochemical field.

STUDIES
University graduation technological and science discipline.

LANGUAGE
English commercial level is mandatory
Other languages complementary

COMPUTER
Appropriate Software

Knowledge of:
Project Management, including Work plan & Budget, Project Planning, Risk analysis, Cost control - Budgeting, Project Management methodologies and techniques.
Problem solving abilities.

Aceste activitati se adreseaza sectorului industrial de petrol si gaze.
Compania are birouri de reprezentantare in strainatate, in Libia si Vietnam.
PETROCONSULT furnizeaza, intermediaza si executa in Vietnam, activitati de consultanta tehnica, asistenta tehnica, conducere de proiecte, livrare de utilaje si piese de schimb, constructii si montaj, operare si intretinere tehnologica, recrutare si furnizare de personal calificat pentru instalatii de petrol si gaze, chimice, si petrochimice.
In septembrie 2006, PETROCONSULT a primit contractul de a construi, impreuna cu TECHNIP-Franta (Contractorul General EPC), prima rafinarie de petrol din Vietnam (6.5 MTA), la Dung Quat, Vietnamul Central.
PETROCONSULT furnizeaza si Servicii de Training pentru operare si mentenanta pentru aceasta rafinarie, lucrarile fiind in curs.
Compania a participat si participa la proiecte in domeniul industriei de petrol si gaze, in strainatate, in peste 25 de tari.
