Job Title: Buyer
Location: Hague, The Netherlands
Contract: 1 year (renewable)
Job Type: Permanent Position (Office Based)
Salary: Euro 3,450 - 7,300 / month
Starting Date: ASAP
Useful Infos:
- 30% tax ruling will decrease overall personal income tax liability to approx. 25%-30%
- The Client can help in finding accommodation near the office (NO additional compensation)

- Multiply monthly salary by 14 and then calculated 70% for the total nett income per year.
- Good social coverage but no further support for local travel / accommodation.
- Total travel / housing cost assuming dommicile just outside the Hague (¿15-20min commute) will be about 500-850 depending on family status).
Responsibilities:
- Maintain knowledge of the international market.
- Maintain knowledge of the financial situation and position of regular suppliers.
- Maintain knowledge of diverse purchasing techniques.
- Maintain knowledge of sales market and marketing conditions.
- Maintain in-depth knowledge of commercial matters.
- Maintain knowledge of all aspects of the procurement activities.
- If required, to be able to replace the Project Procurement Manager or Project Procurement Coordinator.
- Contribute to the horizontal work process with Engineering and Procurement.
- Supervise a group of Buyers as Lead Buyer.
- Prepare/maintain planning of man-hours.
- Assist Expeditors or assume Expeditors role.
- Selection of potential sellers. Formalize inquiry bidders list for Project Management approval.
- Independent negotiations with potential sellers in foreign language. The minimum language skill is written and spoken English, with an additional language such as German or French preferred.
- Support Proposal group on procurement matters.
- Prepare and discuss commercial minutes of meeting and coordinate technical minutes of meeting.
- Coordinate and communication with the Client if so required.
- Highlight and secure the commercial aspects towards the internal organization.
- Take initiative in improvement in the work process.
- Ensure efficient and effective claim management / avoidance.
- Preparation of commercial bid tabulations and obtain approval.
- Place and administer purchase orders and purchase order supplements.
- Discuss the technical evaluation with the engineer concerned.
Show flexibility and ensure proper hand-over with regards to:
- Reassignment to other projects.
- Replacement of colleagues during illness and holidays.
- Provision of assistance to other colleagues with heavy workload (also other projects) when possible/desirable.
- Managing/learning of current future working methods and software applications.

- HEAO with minimum of 5 years purchasing experience.
- MTS with minimum of 6 years purchasing experience.
- HTS with minimum of 4 years purchasing experience.
- When working on jobsite: PBNA Safety 1 certificate.
