• Advise (both when asked and on own initiative) on technical implications of requirements/solution definition for CIO solutions.
• Deliver fit for purpose solutions against agreed quality levels
• Participate in definition of project scope by assessing technical implications on timelines, effort, quality, cost and risks.
• Technical vendor management related to project: obtaining correct Statement of Work, technical management of project related vendor activities, review/QA of vendor deliverables
• Based on information from early stages of project life cycle (requirements analysis, solution design) and in close cooperation with both Architecture and affiliates create functional end-to-end design for the solution and assure it is clear, consistent and complete and can be translated into a viable technical solution conforming to architectural guidelines, standards, blueprints, etc.
• Minimum: HBO / B.A. level Software Engineering
• Value added: Telecom Engineering education
• Required knowledge: Detailed technical knowledge of BSS and OSS systems and software, Telco business processes, J2EE development (architecture, design and Java programming), Messaging (JMS, MQ Series or other), RDBMS, structured software development methodology. Familiar with at least one of the leading EAI software platforms; UML; object-oriented design and programming; solid understanding of technical architecture.
• Strongly desired: 2 to 3 years experience in Oracle BPEL and/or Oracle Service Bus (formerly BEA Aqualogic/ESB) and Oracle (former BEA) WebLogic Server.
• Experience: at least 10 years IT experience covering the full project lifecycle including at least 3 years of technical design and programming in a J2EE environment; at least 3 years of technical management responsibility across multiple applications.
• Creative problem-solving, systematic analytical thinking and interviewing clear verbal exposition of complex technical issues, effective consulting skills.
• Excellent both in-depth and broad knowledge and understanding of modern IT technology (from hardware architecture up to Business Process Management and Technical Architecture)
• Excellent technical leadership skills.
• Can identify and design in detail all software components and their interactions needed to satisfy
