COST ENGINEER

 Support the project team with Cost-Estimation and Cost Control Services.
 Support in the development and execution of the Technical and Commercial Evaluation Plans for all the major contracts.
 Contribute to the development and maintenance of the 502F and the Sub Budget Items for the Project in accordance with the Baseline Schedule.
 Ensure that the cost content of the EPC Tenders/Contracts and a number of smaller contracts are developed in line with the contracting strategy and provide cost support in the execution of all contracts.
 Ensure that the Work management system processes, procedures, guidelines and manuals are adhered to and ensure compliance with the OPMG (Opportunity and Project Management Guide) and SPDC Project Execution and Control standards.
 Provide SPDC management, third parties and corporate systems with regular information and reports on the cost status.
 Preparation of both the WBS (Work Breakdown Structure) and CBS (Cost Breakdown Structure).
 Responsible for the integrity of the project cost date held in SAP.
 As the project proceeds and changes occur in the execution of the project scope, that do not affect the total project cost, budget transfers will be made to reflect the current status. All budget transfers require approval of the Project Manager. The Cost Engineer will prepare and maintain a complete record of all budget transfers through a cost control system the incumbent has developed for using a company provided cost control system.
 Provide cost assistance during the review of all project/contractor variation orders, change requests and/or claims.
 Support in the review of contractor claims.
 The Cost Engineer will check the approved budgets for funds to cover every proposed commitment. If there are insufficient funds available, approval to the release of contingency for allocation to the appropriate Project Change Request will be authorized by the Project Manager
 Responsible to review and accept contractor progress claims prior to invoice submittal.
 The Cost Engineer will be responsible for developing a project specific cost engineering procedure and monitoring project team compliance to that procedure.
 The position requires a mature person with a combination of strong technical, analytical, innovative business and interpersonal skills. In the multi-cultural environment, tact and diplomacy are of the essence. Knowledge of computerised project management (cost monitoring and control) in a multi-project environment is a prerequisite. The ability to work with the minimum of supervision and guidance will be a necessity. At least 10 years relevant experience is required to provide the necessary overview of effective project management processes and its links with external resources.
