Mission:
Ensure the execution of the head office activities concerning pre-commissioning, commissioning, start up, test run and handing over of the plant to the Client according to contractual requirements and project objectives in terms of safety, quality, budget and schedule.
Manage site's activities such as commissioning and start up, ensures compliance of the activities for which he is responsible with the established process and HSE requirements, while respecting the relative time and cost targets.
Tasks:
1. Reviews contractual documentation;
2. Verifies that the pre-commissioning, commissioning & start up requirements are accounted for into engineering documents;
3. Takes part in project planning & scheduling; Prepares and keeps up-to-date the pre-commissioning, commissioning, start up and test run execution plans ( including the mobilization of personnel);
4. Supervises the preparation of the pre-commissioning, commissioning, start up and handing over procedures;
5. Reviews the test run ( performance test ) procedures and the operating manuals prepared by the Project Process Leaders;
6. Reviews and / or defines the Licensors / Vendors schedule and assignment, concerning the pre-commissioning, commissioning, start up and test run activities;
7. Assists Services Purchasing & Subcontracting Department for the definition of subcontractors scope of work;
8. Identifies the project requirements & constraints and participates to ROKM sessions related to pre-commissioning, commissioning and start up activities;
9. Supervises the preparation of the integrated pre-commissioning, commissioning, start up and test run Schedule; for these activities, defines the specific temporary logistic required to comply with the project scope of work; elaborates tools and method of control;
10. Takes part in the project review meetings to make sure that the commissioning requirements have been duly complied with;
11. Supports the HSE Manager for the aspects falling within his area of responsibility and for the preparation of the general HSE Plan;
12. Verifies the preparation of the HSE Plan for pre-commissioning, commissioning, start up and test run;
13. Ensures the application of the HSE Manual for the activities falling within his sphere of responsability;
14. Ensures the preparation and checking of the Purchase Requisitions (RdA) and Technical Evaluation falling within his sphere of responsability;
15. Ensures the issue of work progress reports for the part he is responsible for; Reports on weekly basis to the home office;
16. Ensures, at site, the management of commissioning and start up activities, coordinating the activities carried out by XXXXXX, Contractors, Suppliers, and third parties, availing with the assistance of Construction Manager, if deemed necessary;
17. Ensures the transfer of the Lesson Learned to the home office;
18. Assists the Construction Manager in the phases of completion of construction and pre-commissioning;
19. Organizes and performs the contractual test runs;
20. Assists the Site Manager in the plant hand over activities;
21. Participates to HAZOP review meeting where deemed necessary;
22. Reviews the 3D Model for compliance with the pre-commissioning, commissioning and start up requirements and for accessibility & operability;
23. Defines commissioning Systems and hand over priorities;
24. Defines and reviews the commissioning spare parts & consumables;
25. Organizes, jointly with the HSE Manager, the pre start up Safety reviews;
26. Ensures the respect of the budget, either during the home office activity, as well as at site;
27. Ensures the verification of the KPI's during the entire Project activity.
Living Allowance EUR 1’162.— pro month or pro rata thereof
