Purpose

Contribute to effective communication with the relevant RoK Authorities Advise Company Technical Directorate on RoK legislation, instruction and technical rules appropriate to Geoscience, Reservoir and surface engineering activities??
Contribute to a timely and effective submission of documents that are in line with RoK technical, RoK regulatory requirements and all associated RoK standards and initiatives .

Accountabilities and Responsibilities
The job holder is accountable for:

1.Contributing to an effective communication with the relevant RoK Authorities and Regulatory bodies (RoK MEMR Ministry, PSA Authorities, GKZ, CDC, etc.) to gain approval of exploration, appraisal and development programs, development scheme, TEOKI reserves evaluation reports and other technical projects

2.Contributing to an accurate and timely compilation and submission of Summary Annual G/G reports, 6-GR annual reserves reports to RoK Subsoil Authority based on data provided by geoscience, reservoir and/or engineering.

The job holder is responsible for:

1.Coordinate technical meetings with RoK Subsoil Authority, CDC, GKZ related to Geoscience, Reservoir and surface engineering activities. Understand needs, concerns and questions of relevant RoK authorities, Contractors, and experts, and effectively communicate those to Geoscience, Reservoir and Development Engineering under the supervision of the Technical Regulatory Manager

2.Coordinate with Geoscience, Reservoir and Development Engineering to deliver RoK Subsurface Regulatory-compliant documents . Specific activities may include but are not limited to:

??Coordinate the mobilization of Geosciences teams from the relevant RoK accredited Technical Institutes.

??Coordinate and advise on communication between contractor specialists and different technical teams in order to achieve company goals, eg. gaining mutual agreement on strategic reservoir parameters and subsurface modeling (static & dynamic) and recovery factors.
??Coordinate translation, written and verbal, and ensuring the highest quality

??Coordinate interface with appointed Rok experts
??Support Technical services for the timely dissemination of data, studies and reports to the RoK

3.Contribute to the building and document ion of the RoK Technical Regulation process for company:
?? Identify and communicate changes to relevant regulations and legislation

??Share best practices with External Relations Directorate

Main Interfaces Company / Agents

?? Direct report to the Technical Regulatory Manager , interface s with Geoscience Mgr , Reservoir Mgr , Development engineering Mgr and their teams within Technical Directorate .

??Interface with External Relations ( Permits and Regulatory Compliance Dept ) and Planning Directorate ( Strategic planning) ; Extensive interfacing with Dev-Co in Kazakhstan

Qualifications & Experience

The job holder must have:

The position requires strong technical and communication skills and dedication to working in a team environment

??A degree in geoscience or petroleum geology
??10+ years industry experience.
??Prior working experience in a Kazakh exploration/development company
??Previous experience in an international joint venture

Required Competencies

The job holder must have proven:
??Ability to understand, communicate with and influence RoK Authorities and contractors
??The ability to interact effectively with National Kazakhstani Oil and Gas organizations and RoK ministries and agencies
??Working knowledge of Kazakhstani Subsurface Use legislation, instructions, technical rules
??Subsurface knowledge of the North Caspian basin/other basins of Kazakhstan; Knowledge of well operations
??Familiarity with personal computers
??Russian and English language and writing skills ( Kazakh language appreciated)
??Strong social and communication skills and abilities.

Working Conditions
Job location : Paris with regular missions to Milan, London, Houston, Atyrau - position could move to Kazakhstan
