Chief Engineers
A. Summary
The Chief Engineer is responsible for the management, the maintenance, repair and operation of all mechanical and electrical equipment on board the unit. He has to maintain documentation in compliance with regulatory and Company requirements. The Chief Engineer is responsible for the preventative maintenance system on board. He shall advise the OIM on all engineering, maintenance and repair matters. The Chief Engineer is to operate in such a manner as to effect safe and efficient performance by achieving the goals set forth below.
B. Duties
a) General
1. Manages the maintenance department in accordance with established, seif marine engineering practices such as those applicable portions contained in procedure manual.
2. Operates in such a manner, which results in achieving or helping to achieve the Company¿s goals and objectives in the following areas:
a. Safety
b. Environment
c. Customer Satisfaction
d. Operational Effectiveness
e. Cost Control
f. Manpower Turnover
g. Housekeeping and appearance
3. Observe all Flag State, Classification Society and local authority rules and regulations pertaining to area of responsibility.
4. Requests, through OIM, needed supplies and parts to maintain adequate inventory in area of responsibility.
5. Completes, submits and maintains Company required paper work such as, but not limited to:
a. Engine room logs.
b. Weekly safety meetings.
c. Preventative Maintenance reports.
6. On dynamically positioned vessels assist in all arrival, setting up on location, and departing location operations.
7. Liaise with the Mate / Stability Technician regarding the quantities of expendables such as fuel, potable water and drill water. Ensures that replenishments are ordered in advance to ensure that no short fall occurs.
8. Prepare for, and supervise maintenance crews, during heavy weather as outlined by the OIM
9. Maintain good working relationships with OIM, department heads and crew.
10. Perform or assist in the performance of such tasks or projects as may be assigned by the OIM
11. Remains knowledgeable and utilizes the data, procedures and instructions contained in the unit¿s operating manual.
12. Review all operational and technical bulletins and implement all directives for area of responsibility.
13. Assist OIM in the completion of reports and other paper work.
14. Assist OIM in any accident, or near miss incident, investigations.
15. Eliminate any waste and establish a cost conscious planning effort within area of responsibility.
16. To practice safe operations routinely and to ensure that all persons in his department adhere to Company safety policy. Report violations to the OIM
17. Ensures that all documentation pertaining to the maintenance department, including construction and equipment drawings, is maintained and updated, as required, to reflect current status and conditions.
18. Maintains the seaworthiness and safety of the unit at all times.
19. Ensures that overboard discharges are monitored and controlled using the oily water separator.
20. Ensures that all transfers are recorded accurately in the Oil Record Book.
