Job Title: QUALITY CONTROL SUPERVISOR
Department: Quality control Department
Location: Bucharest / Romania
Reports to: Quality Control Engineer
Working Conditions: construction site / site office
Purpose: - responsible for checking the level of implementation of the Quality Assurance and Quality Control activities within the project
Accountabilities and Responsibilities:
The QUALITY CONTROL SUPERVISOR is responsible for checking the level of implementation of the
Quality Assurance and Quality Control activities within the project, and coordinates the implementation of the
Project Quality Control Plan activities.
- to provide the necessary back-up to the Project Quality Engineer regarding contractual issues in relation to Quality both during tender and project execution phase.
- To plan and allocate Quality Control functions to individual projects phases.
- to check the implementation of the Quality Plan , Quality Control Plan and Project Quality Procedures requirements, which guarantee compliance with contractual requirements and ISO Standards.
- To liaise with Clients and Suppliers about Quality matters.
- To assess the suitability of vendors and sub-contractors for individual project phases.
- To interface with responsible functions for inspection and control activities.
- To assess the Quality Control Plans of sub-contractors and identify any necessary corrective measures.
- To provide Project personnel with the necessary Quality training.
- To monitor the collection of "As built" data for projects.
- to check that inspection and testing reports received from discipline supervisors (civil, mechanical, electrical/instrumentation) are complete and are coded to permit traceability;
- to monitor and verify that scheduled testing and inspections are performed and documented during the execution of work as required by site quality control plans;
- systematically inform the project Quality Coordinator about the progress of site quality activities;
- coordinating quality meetings with the Client, construction contractors, and site supervision personnel, in order to analyze and contribute to the solution of quality-related problems;
- Informing the Construction Manager about the status of completion of pre-commissioning and commissioning systems on the basis of data obtained from the planning and testing and inspection management systems;
- ensuring that the pre-commissioning and commissioning systems delivered have been tested and inspected according to the site quality control plan, and that the corresponding quality records are available;
- preparing final quality record documents for the Client and sending a copy of the documents to the home office;
- assisting the Construction Manager in preparing documents required for issuing the mechanical completion certificate;
- supporting the Construction Manager in relations with the Client and with quality-related Authorities
Safety Responsibilities:
- To insure that the safety policy, standards and regulations requirements are implemented through the civil engineering activities.
- To insure that the activities are performed in compliance with the provisions of the HSE Manual and related procedures and with the local safety regulations.
Qualifications & Experience:
Degree in scientific disciplines (preferably engineering).
3 years working experience in medium large-sized companies applying ISO 9000 Quality System, preferably certified in the construction fields.
Required Competencies:
The job holder must have proven:
Knowledge of ISO 9000 standards, particularly as regards quality requirements applied
to engineering, project management, and construction.
Good knowledge of written and spoken English.
Familiarity with use of PC (Microsoft Office).
Excellent interpersonal skills.
Preference will be given to candidates who:
have held positions involving some degree of responsibility in Quality Assurance or Quality Control;
are familiar with welding methods (Welding Inspector);
have successfully completed training courses in ISO 9000
