RESPONSABILITATI

The Project Manager will be responsible, under the administrative authority of UNDP Romania for all operational and administrative aspects of the organization and management of the project.
Specifically, his/her functions and responsibilities will include the following:
1. Coordinate the operations of the project office and supervise on a day-to-day basis the project team and operations.
2. Organize, substantively and administratively, all the activities of the project, according o Annual Work Plans.
3. Assist UNDP in recruiting the necessary staff, to be funded through the project budget.
4. Estimate financial needs and prepare narrative and financial progress reports on project implementation, and submit them to UNDP Romania and the Government according to the reporting schedule.
5. Procure the necessary equipment, software and services under the project, in compliance with UNDP procurement rules and regulations.
6. Follow-up on the provision of inputs to the project, in particular financial contributions as pledged by UNDP and the Government, and alert UNDP Romania and the designated Government counterpart about delays or interruptions in the provision of inputs.
7. Ensure effective, professional and timely communication between the project office and all the parties involved in the implementation of the project, to include the RGSS Commission, the Romanian Government, the Ministry of Education, Research and Youth and other governmental and non-governmental bodies as appropriate.
8. Monitor the results of the scholarship programme and preparing progress reports on a regular basis. In the context of project reporting and monitoring, the Project Manager will be responsible for:
a. Presenting the quarterly progress reports on project activities;
b. Reporting on the annual inventory of project assets;
c. Organizing the tripartite review meetings and ensuring follow-up to the decisions
taken.
9. On-site monitoring, along with the project officer(s) the academic and training activities of the scholarship beneficiaries in universities abroad and, respectively public administration institutions.
10. Representing the project in meetings with counterparts.
11. Perform any other project related operational and administrative tasks as may be required by UNDP Romania.
The above-mentioned duties and responsibilities are subject to a full-time working schedule and to a monthly remuneration, upon certification by UNDP Romania that the services have been satisfactorily performed


CERINTE

1. University degree in a relevant field (a Masters degree from a recognized university is an advantage).
2. Excellent command of English language, both written and spoken.
3. Good knowledge of Romanian public administration and of on-going reforms in this sector.
4. Experience with international project design/management; previous experience with UNDP is an advantage.
5. Preferably PRINCE 2 certification in project management.
6. Computer literacy.
7. Excellent communication skills and strong inter-personal skills; ability to effectively communicate with project stakeholders.
8. Teamwork abilities, including team motivation capabilities.
