Description of the post

The Program Manager is responsible for the overall management and support of affiliated organizations and / or national level projects of Habitat for Humanity Romania. He or She will have a leading role in the consolidation of the National Program Department, both in accordance with the Habitat International and Habitat Romania program strategy and objectives in country.

The Program Manager ensures that annual targets in the different allocated project areas are met and developed accordingly. He or She will actively participate in the consolidation process of the organization as well as in the overall strategic planning.

This is a fantastic opportunity to work with a well known, Christian, national charity, one of the main NGO’s nationwide.

This is a critical role and hands-on job for the organization. The post holder will liaise with the National Director and report to the National Operations Manager to develop the charity's Program department.


Basic responsibilities:

• Acts on the behalf of the National Program Department with allocated affiliated organizations and or allocated national projects, as needed and requested.
• Implements HFH Romania and HFHI ECA program strategy and objectives;
• Consults, advises with allocated affiliates on programmatic and operational issues (organizational development, operational management, financial management, construction planning, community development and outreach, problem-solving, etc.)
• Supervises and supports the activities in the affiliated organizations, with emphasis on construction related problems and workflows.
• Provides regular reports on programmatic and operational activity to supervisor
• Plans and implements the development of the National Program Department in Romania, in accordance with the overall development plan, to ensure effective management & support for affiliates / partnerships
• Facilitate the ‘roll-out’ of HFHI initiatives to programs in Romania
• Participates and coordinates in opening of new branches or affiliating new organizations.
• Works closely and motivates not only the staff of affiliated organizations but also with the board of directors.
• Offers coaching to Affiliate Executive Directors (ED),
• Identify the Affiliates’ staff training needs and address the overall training needs by conducting such training or finding alternative resources
• Writes and submits visit reports and regular department activity reports to the National Director (ND) as requested;
• raising awareness of the organization and its work, at both a local and national level - this will involve giving talks to groups or dealing with the media
• teams up with the Fundraising and Communications departments in order to achieve the daily tasks
• monitoring income and expenditure against budgets and the targets;


CERINTE

Requirements:

Bachelor's Degree

3 years documented experience in community development and / or in organizational developement.
2 years of documented experience in staff supervision
2 years of documented experience in budget management

Thorough NGO and volunteering experience (National or international) is a very strong plus.

Experience in construction related fields (for example construction project management) is a very strong plus.

Good communicator
Excellent interpersonal skills including the ability to persuade, network and negotiate effectively at senior levels.
Ability to work under pressure and to meet deadlines;
Ability to meet programmatic targets;
Excellent organizational and project management skills

Fluency in Romanian and English: written, reading, speaking
Cultural sensivity;
Willingness to uphold Habitat’s Christian mission and values

Excellent PC operating skills (MS Office)
Willingness to travel – for program purposes, visiting volunteer teams, in country and abroad for trainings, 35 % - 50 % of labor time.

Drivers licence is a must.
