Develop and implement a sourcing strategy for all types of procurement operations, including but not limited to engineering subcontractors, production materials, administration supplies and services;
Design the work flow for sourcing projects; supervising the sourcing team;
Provide guidance for establishing a market benchmark database according to proven schemes;
Provide guidance for establishing a supplier pool for all categories of goods within Huawei Technologies;
Design and implement an output investigation forecast for market supplier information (six month scope),
Develop the sourcing planning, help the sourcing team to maximize value through costing down strategies;
Provide support for negotiation, bringing in knowledge of suppliers and product specifics, knowledge to align Huawei contracts with benchmark prices;
Improve operational procedure for sourcing project execution;
Improve sourcing tools (questionnaires, forms, report templates, etc.);
Design and implement interfaces with other related departments to improve organization efficiency.
At least 10 years experience with high-level sourcing activities; proven track record with relevant industry names.
Technical telecom background; knows the field, is familiar with technology trends and on top of developments in the market;
Substantial project management experience with an engineering bias, preferably with a telecom networks vendor; sales experience will be highly appreciated;
Strong negotiation skills, proven track record of costing down procurement costs;
Excellent communication skills (with suppliers, foreign clients, internally);
Fluent in English (both written and spoken);
Experienced at managing a department with more than 500 staff assigned in globe.
