Description of the post

The Housing Finance Officer is responsible for the development, implementation and monitoring of financing tools and systems used on a local and national level for the projects of Habitat for Humanity Romania. He or She will have a leading role in the structuring and consolidation of the Housing Finance department, both in accordance with the Habitat International and Habitat Romania strategy and objectives in country.

The Housing Finance Officer ensures that financing standards are met and developed according to the need of the supported target population. He or She will actively participate in the consolidation process of the organization.

This is a good opportunity to work with a well known Christian national charity; one of the main NGO’s nationwide.

This is a critical role for the organization. The post holder will report to the National Director and liaise with the Finance Manager to develop the charity's Housing Finance department.


Basic responsibilities:

• Design and create new loan products/models for housing; either for internal implementation or with external financial institutions.
• Conduct due diligence of potential financial partners.
• Investigate sources of external capital for funding housing finance projects and prepare loan proposals
• Maintain quality standards of the Habitat mortgage/loan portfolio (repayment rates, portfolio-at-risk)
• Conduct monitoring and evaluation of housing finance projects and activities
• Promote Habitat services to external organizations in the credit and housing fields
• Develop analysis and solutions for delinquent loans
• Identify capacity gaps in the country of implementing capacity of Finance projects and cooperate with Finance and Program team in developing capacity, including legal aspects and financial literacy of clients.
• Share country experience with other Habitat for Humanity entities and the European and Central Asian Area Office.
• Collaborate with Habitat for Humanity International to develop systems and processes and manage the organizations reputation and financial risks associated with borrowing, investments and partnerships.
• Coordinate the Housing Finance work of the National Organization
• Coordinate work with specialists from other areas and HFHI/ECA, participate in knowledge sharing and innovation.
• Coordinate and determine appropriate sources for financing and micro-financing for new housing models in NO
• Develops and consolidates the finance part of the Habitat family education program.
• raising awareness of the organization and its work, at both a local and national level - this will involve giving talks to groups or dealing with the media
• teams up with the Fund raising and Financial departments in order to achieve the daily tasks


CERINTE

Requirements:

A university degree in a related field: finance, credit, business, housing economics.

Minimum 5 years of working experience in Finance or Financing.
At least 3 years experience managing and/or advising in financing and micro financing for housing.

Specific experience in designing and implementing development projects in the field, including Real Estate development.
Experienced with monitoring and evaluating financing and microfinance programs.
Experienced with housing loan and mortgage products and related issues like legal aspects, collateral issues, guarantees, insurances.
Financing (for housing) analysis abilities - balance sheet, income statement, cash flow projection, repayment schedules.
Credit and micro credit analysis abilities - credit operations efficiency evaluations

Thorough NGO and volunteering experience (National or international) is a very strong plus.

Good communicator
Excellent interpersonal skills including the ability to persuade, network and negotiate effectively at senior levels.
Ability to work under pressure and to meet deadlines;
Ability to meet financial and programmatic targets;
Excellent organizational and project management skills
Demonstrated ability to work within a team

Fluency in Romanian and English: written, reading, speaking
Cultural sensivity;
Willingness to uphold Habitat’s Christian mission and values

Excellent PC operating skills (MS Office)
Willingness to travel – for training and counseling purposes, in country and abroad, ca. 25 % of labor time.

Driver's license is a must.
