RESPONSABILITATI

Responsibilities: The Finance Manager (FM) will implement, administer and manage daily accounting and finance functions including the timely recording of transactions, cash management, banking, payroll, advances, receivables, and payables. S/he is responsible for IOCC Romania’s budgets, auditing and financial planning. The FM shall ensure full compliance with IOCC, donor and Romanian accounting, procurement and reporting requirements; be accountable for all budgetary expenditures; prepare reports for management and board members; prepare and file financial reports with government agencies; cooperate with auditors and donor representatives; provide technical advice and assistance to project staff and partners.


CERINTE

Requirements: At least 8 years of experience in financial management, 3 of which must include experience working with an international organization or an NGO including managing donor grants; proven record in ensuring operational compliance with donor policies, such as procurement; strong accounting skills and experience in managing the general ledger, journal entries, payroll, payables and balance sheets; good working knowledge of budgeting, internal control systems and procedures, Romanian income taxation and employment laws; tenacity in observing IOCC and donor regulations, meeting tight deadlines; excellent computer skills; strong written and spoken English skills are preferred.

IOCC opened its mission in Romania in April 2000, at the invitation of the Romanian Orthodox Church (ROC). Through awareness raising and education, food security, civil society building, training, and capacity development programs, IOCC seek to assist all Romanians in need, while ensuring strong and effective development of local partners and organizations.

To date, IOCC, in close cooperation with the ROC, has successfully completed relief aid, social service delivery and capacity building programs in support of low-income families, social cases, youth and children of all ages and ethnic backgrounds.
