Responsibilities

Commissioning is the Process within a project by which an equipment, facility or plant is tested to verify its functions according to the design objectives and specifications.

The Commissioning Manager is responsible for leading and coordinating pre- commissioning, commissioning, start-up and operation of process plants and equipment; prevalent for the mining and metallurgical industries. The technologies and services cover the whole chain of processing minerals to metals used in the production of ferrous metals and ferroalloys, alumina and aluminium, copper, nickel, zinc, precious metals, industrial minerals and sulphuric acid.

He manages completion, commissioning, start-up, initial operation, performance testing and hand over of the plant to the owner on time; ensuring that all multi-discipline commissioning processes are compliant with the procedures, specifications and standards of the project and follow applicable safety practices and procedures..

The Commissioning Manager reports to the Project Manager.

The Commissioning Engineer reports to the Commissioning Manager.

Activities
• Carries out a detailed assessment of the work involved in individual group as well as discipline with respect to the commissioning and assess the available resources and possible constraints in the execution of the same
•Prepares manpower organization to fulfill the commissioning schedule
•Coordinate with other departments/ agencies to resolve interface problems
•Provides guidance to the Commissioning Engineers in analysing the scope as per contract and battery limits / guarantees as well as ensure the preparation of procedures for systematic and sequential pre-commissioning, commissioning, start up and operation of plant
• Carries out detailed analysis of plant commissioning, assessing the requirements of special tools, temporary facilities or equipment required for pre-commissioning and commissioning
•Prioritises construction completion of all sub-systems,
•Coordinates logistics administration, field engineering, material approvals, coordination with client, planning, progress monitoring & cost control
• Ensures that all safety and precautionary requirements and procedures are followed during the commissioning process
• Holds regular review meetings with the client on issues such as HSE
•conformance and commissioning progress as well as meetings with the vendors to resolve any equipment related problems
•Provides technical as well as manpower support to client during initial operations as required by contract project terms
•Manages Performance Guarantee Testing and Owner’s acceptance
• Hands over the plant to client
• Review reports generated by Commissioning Engineers and provides support and technical guidance as and when required
• Preparation of reports to Project Management;
• Coordinates provision of technical support to the owner;
• Coordinates training of owner’s maintenance and operative staff.
• Carries out any other duties as and when required by direct supervisor.
• Oversees and ensures all construction activities are completed prior to taking up the system for commissioning and ensure the setting up of safety procedures for the same
• Coordinates with the commissioning Engineers and ensures the development of integrated commissioning plans including the scope of commissioning activities, duration for each, scope of interlinked activities, resources required, constraints regarding the same, as well as availability of tools and machinery in addition to overseeing the preparation of commissioning schedules based on the quantum of job and duration for each activity as well as prioritize system completion requirements in order to steer construction completion.

Education Level and Experiences
A Commissioning Manager holds a degree in engineering or project management. He or she should have experience in leading multinational commissioning teams and an excellent record of project completion on schedule. Experience in operation and process technology are an advantage.

A Commissioning Manager must be experienced in applying HSE-standards and able to ensure HSE consistence onsite.

Willingness to travel internationally for extended periods of time in an essential prerequisite. Good communication and negotiation skills, professional attitude as well as the ability to work under pressure with tight schedules are mandatory.

• Salary depending on the qualification, reasonable minimum about 30 – 35 eur per hour
