DESCRIPTION OF JOB:
Typical Work
- Evaluates contract disputes or potential disputes, and provides guidance to project managers and agency staff for documentation, analyzing damages, establishing causation and recommending corrective action;
- Provides long-range cost and escalation forecasts;
- Prepares cost estimates relative to all facets of real property construction including site development, building structures and building systems, (mechanical, electrical and air conditioning);
- Provides cost engineering services to professional construction and engineering personnel within the Division of Engineering and construction responsible for planning, design and construction of real property;
- Prepares contract bid comparison estimates;
- Prepares cost estimates for capital budget acquisition, tracking, trending and reporting.
- Participates in contract bid evaluation as requested;
- Ability to support the Project Controls system through the identification of needs, the determination of the scope of required work/objectives, the establishment of work priorities, and the production of timely and cost effective project control deliverables that effectively support project goals.
Subcontractors and Vendors
- Proven capabilities in contract administration and subcontracts management.
- Preparation of Rate analysis for various activities & getting approval from the competent authority.
- Scrutinizing the Measurement of work performed by the Sub-Contractors & preparation of Running Bills / Final Bill.
Knowledge and Abilities
Ability to: Provide for the timely and accurate preparation of cost engineering services in an independent manner; coordinate with necessary department and division personnel; maintain a system of estimating cost data to provide current and historical reference material; provide cost control by utilizing modern procedures to effectively document disputes, evaluate construction schedules, apply the latest statutory, regulatory project types and management practices; determine project management aspects.
QUALIFICATION : Bachelor Degree in Engineering & Construction Management
COMPUTER SKILLS :
Microsoft Access, Excel, Word etc.
YEARS OF EXPERIENCE:
10 Years
BASIC FUNCTION:
Develops complete cost estimates and cost analysis required for budget forecasts, facilities planning, conceptual studies, and bid comparison of projects for design and construction contract administration, scheduling, contract disputes, and long-range cost and escalation forecasting
